Thursday, May 17th, 2012

Former Federal Secretary of Women Development Mrs. Parveen Qadir Agha has said that the Universities should play leading role in generating fresh knowledge through research.  She was delivering a lecture on External Influences on Public Policy organized by the department of Political Science University of Sindh in connection with a lecture series here on Wednesday. She said that higher seats of learning should help in public policy making as  a think tank.

She highlighted different aspects of external factors which influenced on public policy and said that public policy is to be framed to be followed by the government for the people of the Country. Mrs. Agha highlighted 9 factors which include sovereignty foreign policy, think tank, NGO’s interest groups and pressure groups, aid giving semi government, political alliances, and economic alliances. She lauded efforts taken by the acting Vice Chancellor for the smooth running of  academic activities in the University and for the promotion of research culture. Acting Vice Chancellor Dr. Parveen Shah who presided over the event said that words like property, territory, sovereignty, power, competition, particular block, country  and continent, conflict, conflict resolution, hegemony, exigency, coup, clash and war had not come in to creation. On the contrary today’s worlds is defined and characterized by these very words.

She said that discovery of fire and the subsequent emergence of iron appliances led to cultivation of land and as a consequence, it brought into being the concept of personal property which ultimately became an impetus behind the birth of modern civilization with the land of the lord getting fragmented into continents, countries and communities which ultimately brought  about end to mankind’s essential identity of universal brotherhood. Hence with its newly found nation status, countries began demarcating  their territorial sovereignty which necessarily brought  along the notion of foreign policy which determines, protects and safeguards relationship of one sovereign country which many others of its kind in the world.
