Details of Efforts Made by Prof. Dr. Parveen Shah Acting Vice-Chancellor University of Sindh, Jamshoro February 21st to March 29th, 2012.

  • Immediate withdrawal of Show Cause Notices to Sindh University Teachers’ Association (SUTA) and Sindh University Employees Welfare Associate (SEWA) office bearers on priority basis through urgent personal efforts and intervention. 
  • Unconditional reinstatement of Dismissed Faculty (second rare precedent in the history of University of Sindh, Jamshoro) brought into effect in exercise of the special powers vested in Governor Sindh/Honorable Chancellor, Universities in Sindh as a result of instant, sincere, and stringent personal interest and endeavors of Prof. Dr. Parveen Shah in the interest of return of peace, harmony and normalcy at campus; and better working relationship between faculty and administration.
  • Four consecutive detailed, productive and result-oriented meetings with SUTA and SEWA representatives in which several issues have been resolved.
  • Declaration of Saturday as a Working Day on the demand of SUTA and SEWA.
  • Incessant meaningful meetings with the DPO Jamshoro, DSR Rangers Jamshoro, D.I.G Hyderabad, I.G.P Sindh, and Wing Commander Pakistan Ranges all at different points of time, with a view to improve in visible terms the law and order situation at the Campus.
  • Decision to give Final Scholarship Award Letters to the second batch of young faculty who stand clear in terms of GRE and the other requisite formalities under HEC Scholarship scheme under the title Strengthening of University of Sindh Project. 37 out of total 69 scholarships have already been availed of. The remaining faculty has been awaiting arrival of the second installment of funds, which has been fully expedited. This issue had been pending for a considerably long time.
  • Placement of Dr. Azhar Ali Shah, President SUTA as member on Scholarship Award Committee. 
  • Palpable participation and effective representation of University of Sindh at Vice-Chancellors’ Committee Meeting at Higher Education Commission, Islamabad.
  • Four Meetings & Visit/Inspections of various Private Universities/Degree Awarding Institutes in connection with the Charter Inspection and Evaluation Committee, Govt. of Sindh at Karachi.
  • Five Deans’ Committee Meetings which helped resolve important academic and administrative issues of permanent importance.
  • Special meeting with 15 young teachers belonging to Faculty of Social Sciences; and accordance of immediate practical assistance to them in award of scholarships.
  • Emergency meeting of Sindh University Syndicate.
  • Meeting to discuss “Assessment, Result and Implementation Plan Summary.
  • Meeting of Board of Governors of Sindhi Language Authority.
  • Board of Governors and Selection Board meeting of Centre of Excellence in Analytical Chemistry, University of Sindh, Jamshoro (due since last one and a half year).
  • Several Meetings with contractors regarding issues of outstanding payment focusing on providing them succor.
  • Medical Reimbursement Committee Meeting to sort out long standing cases of reimbursement to faculty and employees.
  • 04 meetings with Advisor to Governor/Chancellor, Universities in Sindh at Governor’s House, Karachi to seek his assistance in restoration of peace on Campus and to resolve problems of teachers and employees.
  • Grant of special loan to faculty teachers and employees pursuing Ph.D abroad.
  • Publication of Tender for recruitment of private security Personnel for deployment at all teaching departments on insistent demand of SUTA.

Apart from these initiatives, the University Administration has also been able to take the following effective security measures:

 

  • The entrance of all private vehicles on the campus has been banned.
  • An immediate ban has been imposed on vehicles with tinted glasses.
  • Increased Security Personnel has been deployed on all major entry points and it has been provided with metal detectors and other electronic gadgets.
  • Zigzag road iron stoppers/Barriers have been placed at various important points to regulate and monitor movement of all vehicles for security check.
  • Obstruction trenches have been excavated and put into effect to cover the surrounding open spaces that lead to campus area to avert infiltration.
  • Plan for construction of compound wall along-with installation of Main Gates, at prominent places is in progress. Honorable Chief Minister Sindh and Honorable Governor Sindh will be approached and will be requested for funding.
  • A separate parking lot for private vehicles, well away from classes/academic buildings is being built in the interest of better security.
  • Security men have been equipped with new efficient weaponry along with sufficient ammunition.
  • Hiring of Private Security Personnel is being contemplated and tenders have been initiated from various registered security companies in this regard.
  • The number of check posts has been multiplied.
  • The Guardrooms at check points is to be constructed shortly.
  • The number of security guards at various check points has been enhanced.
  • Posting of a permanent D.S.P on campus to keep vigil and immediate respond to emergency situation has been put into place.
  • Increased patrolling, policing and general vigilance has been introduced.
  • The number of policemen has also been raised.
  • Single entry and exit points to and from the campus.
  • Separate single entry and exit points for University faculty, official/visitors and students respectively.
  • Students’ body-search/through frisking before allowing them to enter academic buildings.

 

In addition, I am pleased to communicate that Dr. Shah has also been very active in terms of patronage and support of significant co-curricular events; which she has been able to encourage by making timely financial grants and by ensuring her presence in all these programs.

 

Some such significant month-long events/programs are listed below for your ready reference and kind perusal:

   

  • Inter-Department NAAT Recitation Competition organized by Bureau of Students Guidance, Counseling Tutorial and Co-Curricular Activities (STAGS).
  • Thesis Project Display by Final Year Students at the Institute of Information and Communication Technology (IICT).
  • Orientation Day for Freshmen 2012.
  • Workshop on the Importance of Environmental Awareness at Centre for Rural Development Communication (CRDC).   
  • Thesis Project Display Exhibition at Institute of Art & Design, University of Sindh, Jamshoro. 
  • Workshop on “New Genetic Resources for Wheat Improvement” at Institute of Plant Sciences, University of Sindh, Jamshoro.

 

Apart from the above Dr. Shah has accelerated her efforts in terms of appropriate adjustments and proper placement of key administrative positions. This endeavor is guided and governed by the simple philosophy of “Right man at the Right Place” whosoever he or she may be; and to whichever group of teachers or officers he or she may belong to. What actually and ultimately counts in this context is competence and merit. In fact I have also, of late, been interviewing several officers and faculty to this effect.

 

In addition,  Dr. Parveen Shah has allowed open audience to those who wish to see her in her office albeit on one-on-one regular calendared schedule as a token of respect to the comfort and privacy of the visiting teachers, employees, students and the other such ladies and gentlemen. Moreover, she strictly maintains regular presence in her office throughout the day and dispose of all mail on urgent basis in the public interest.

As informed by her recent surprise/random visits to the campus, she feels encouraged to observe that life has come back on the campus. She was glad to behold groups after groups of students walking in and out of their classrooms/laboratories, hanging out in the corridors, conversing with another in a care-free, cool manner, treading University tracks, thronging fun and food outlets; and involving in curricular and co-curricular activities.

The Controller of Examinations ( Annual) University of Sindh has announced the positions in L.L.M (final) under annual examination 2010.

The Controller of Examinations ( Annual) University of Sindh has announced  on Wednesday the positions in LL.M (final) under annual examination 2010.

According the notification Ms. Shagufta Kaka has secured first position while Syed Muhammad Mamoon Rashid has secured second position and Ashfaq Ali Khaskheli has secured third position.

Prof. Dr. Parveen Shah acting Vice Chancellor University of Sindh Presided over the meeting to discuss the commencement of research and diploma programs as well as refresher courses at the Center for Rural Development Communication ( CRDC).

A meeting was convened on Wednesday to discuss the commencement of research and diploma programs as well as refresher courses at the Center for Rural Development Communication ( CRDC) University of Sindh.

Professor Dr. Parveen Shah acting Vice Chancellor University of Sindh Presided over the meeting. The Dean Faculty of Social Sciences Dr. Abida Tahrani, Director CRDC Professor Ibdadullah Rashidi, Registrar Syed Abdul Ghaffar Shah , Acting Dean Research Dr. Parvez Pathan, Director Finance Mushtaq Ahmed Memon and other concerned  officials attended the meeting.

The meeting discussed and approved the new advisory board of CRDC, annual budget for the year 2012-2013 and new research proposal to be launched in future at the CRDC. The meeting also approved to advertise the post of Director and create post of Professor at the CRDC and filling up of other posts created in the University Budget.

The Institute of Space Technology, Islamabad, is organizing “1ST YOUTH CARNIVAL 2012” from April 26-28, 2012. The following competitions have been scheduled by them as under:

Faculty of Arts, University of Sindh at University’s Senate Hall organized a seminar on Dr. N.A Baloch in connection with his first death anniversary.

Scholars and educationists while remembering the eminent scholar and world known legend Dr. N.A Baloch on occasion of a seminar in connection with his first death anniversary at the University of Sindh paid rich tribute to him and said that Dr. Baloch was a true Sindh Lover, a man of disciplined, a man of letters who struggled whole life for the promotion of Sindhi Language and Literature and introduced new trends in the research. The seminar was organized by the Faculty of Arts University of Sindh at University’s Senate Hall on Wednesday which was attended by  a large number scholars, teachers and students and family members of Dr. N.A Baloch. Noted intellectual and educationist Dr. Ghulam Ali Allana who presided over the seminar paying rich tribute on his priceless services said that Dr. Baloch alone has worked a lot which not done by any Institute.

He said that he always respected  Dr. Baloch being a his teacher and a man of caliber and added that he traveled many times with Dr. Baloch who always used to prefer to his creative  work even during the traveling.

Dr. Allana proposed the setup of Dr. N.A Baloch Research Chair in the University and appointment of man of caliber to promote research work of Dr. Baloch. He said that Dr. Baloch was not only a research scholar but a sindhologist who traveled every part of Sindh to do research and identified the public matters as well as traditions which had value in the society at local level and also identified for the interest of the people. He said that Dr. Baloch was a controversial scholar and added that he always welcomed the every criticism but never ever responded critism against him because he always value the time. He said that Dr. Baloch was an extra ordinary scholar and he devoted his whole life on education and research with realization that life is short. He said that Dr. Baloch was an expert of poetry of Latif, folk-lore of Sindh, an authority on History of Sindh and a sindhologist.  Dr. Allana proposed the establishment of Dr. N.A Baloch research Chair and said that this chair must work to give good results and provide guidance to future researchers. Dr. Allana also lauded efforts made by Dr. Parveen Shah for betterment of the University and said that she is not only good teacher but also excellent administrator and research scholar.

Acting Vice Chancellor Dr. Parveen Shah who was Chief Guest speaking on the occasion said that Dr. Baloch surely created such heaven of knowledge  during his life and added that he has left to use more than 150 books encompassing all important areas of knowledge, education and wisdom. She said that Dr. Baloch’s first love affair was with the Muslim nationhood which was realized in the sub-continent in the shape ofPakistanand added that Sindh was his second love which he passionately pursued till last day of his life. She further said that Dr. Baloch carried an unwritten, unspoken , yet a concrete commitment to serve Sindh, to revive its lost identity and cultural glory to preserve its cultural heritage, language, folk-lore and classical literature through his continued erudite research. It would be grossly unfair if I do not mentioned here Dr. Baloch’s enormous contribution to University of Sindh Dr. Parveen Shah said adding that may of us may not know that when he returned home having completed his Ph.D at University of Columbia, USA, he was offered a lucrative post in Civil service of Pakistan which he surrendered to join University of Sindh. Dr. Parveen Shah paying tribute on services of Dr. Baloch said that it will take a long time before anyone can come close to filling place of Dr. Baloch if ever.  Prof. Qalandar Lakyari said that Dr. Baloch was best student and excellent teacher who lived life in well disciplined without wasting of any moment. He said that Dr. Baloch always proud being teacher and he used to guide learner. He said that Dr. Baloch always feel proud to   teach and share knowledge with scholars and specially youth. He said that apart from other qualities of research scholar Dr. Baloch was also expert of music, he was trend setter in research and contribute through scientific research. He said that even when Dr. Baloch was Vice Chancellor he had used take two classes and  teach anthropology at the Education department. He said that Dr. Baloch was  an exemplary  student of  his schools and outstanding research scholar and close associate with  Allama I.I.Kazi and G.M.Syed.

Mr. Taj Joyo said that Dr. Baloch visited every part of Sindh during 1950 to 2000 and he was encyclopedia of Sindh.  He said that Dr. Baloch identified the unidentified traditions and promoted through his research. An a singer and faculty of the department of Mass Communication department Mr. Zulfiqar Qureshi  said that Dr. Baloch guided him about learning of Shah Abdul Latif’s poetry and encouraged for research. He said that when the University launched Music Center Dr. Baloch also helped him for the development of curriculum of music for teaching to students.

Dr. Noor Afroz Khowaja Dean Faculty of Arts highlighted different aspects of life of Dr. Baloch and his contribution and said that Dr. Baloch made efforts to alive the Sindhi literature.  She said that Dr. Baloch was among world’s top scholars of 20th century and he love with Sindhi Language and literature and contributed a lot for its promotion.

Dr. Hafiz Abdul Ghanni Shaikh, Dr. Muhammad Khan Sangi, Azad Kazi and others also paid tribute to Dr. N.A Baloch. Fateha was offered for Dr. Baloch.

Mr. Christian Ramage Consul General of French Consulate General Karachi has said that education welfare is priority of their government and   every child of 5 year age living in France must go to School. All Universities in France are Public sector Universities which are subscribed by the Government of France. He was delivering a lecture on Islam in France at Nelson Mandela Hall of the department of International Relations University of Sindh during his visit on Tuesday.
The French Consul General said that around 8% of French population is of the Muslims in France and they are highly protected in France by the Law of the land. Most of Muslims live in France are French the Counsel General said. He said that the Government of France has provided freedom of Religion and added that Islam is second largest religion in France . He said that in France the schools are very important places an a neutral place and added that we believe that the education improve the life of people. He said that French Universities, Colleges and schools have been
providing free education and added that any child living in France of five year age must go school. Our priority is the education and welfare of the people the consul General said. He said that the France is providing free education to its population and free health cover is also responsibility of the government. He said that motto of the French republic is liberty, equality and fraternity and added that we want to promote values and we have strong link with our values.
He said that we still fight against inequalities since the French revolution and added that this is basic of our values. Highlighting historical background of France the Consul General said that before the French Revolution there was kingdom which remain more than 1000 years. He said that France have witnessed five republics which includes republic was in 1792, second was during 1848-1852, 3rd was 1870 to 1940, 4th was during 1946 to 1958 and we live in 5th since
1958. He said that France is 5th economy of the world countries and 5th largest populated country among European Countries. He said that France is  rich in its cultural  and values. The Chairperson of the department International Relations Dr. Azra Kandhar speaking on the occasion said that French culture and language was an icon of European civilization and is popular in our region too. She said that even today many French scholars are doing their research on Sufism in Sindh. Mr. Daniel Baillon Director Alliance Francaise Karachi, Dean Faculty
of Natural Sciences Dr. Muhammad Tahir Rajput, Mr. Aly Bossin  French Language Teacher  and others also expressed their views. The delegation also visited the Institute of English Language and Literature and Institute of Sindhology.

Acting Vice Chancellor Professor Dr. Parveen Shah on Monday paid a surprise visit to various teaching institutes and departments to inspect the on-going teaching activities.

Acting Vice Chancellor Professor Dr. Parveen Shah on Monday paid a surprise visit to various teaching institutes and departments to inspect the on-going teaching activities. She visited the Institute of Plant Sciences, Center for Pure and Applied Geology, Institute of Women Development Studies, Institute of Information and Communication Technology, Institute of Mathematics and Computer Science, and Departments of Geography and Statistics. The acting Vice Chancellor inspected on-going classes and talking to the students asked their problems.
She advised them to attended their classes regularly and if they feel any problem they can meet with her any time at here office.
