A meeting of Vice Chancellors of the Universities of Sindh was convened at Liaquat University of Medical & Health Sciences Jamshoro under the Chairmanship of Vice Chancellor Karachi University Dr. Pirzada Qasim Raza Siddiqui.

All the Vice Chancellors of Universities of Sindh have strongly supported the University employees and faculty members for payment of adhoc relief of 50% in salaries and urged upon the Government to release funds immediately that the Universities can resolve issue of the employees and
faculty members.
The recommendation was made in unanimous by the Vice Chancellors of the
Universities of Sindh in a meeting hosted by Liaquat University of Medical
and Health Sciences (LUMHS) here on Wednesday at late evening. The meeting was presided over by Prof. Dr.Prizada Qasim Raza Siddiqui Vice
Chancellor Karachi University, which was attended  by Prof.Dr.Nazir A.Mughal Vice Chancellor University of Sindh, Prof.Dr.A.Q.Mughal Vice
Chancellor Sindh Agriculture University Tandojam , Dr. A.Q.K Rajput Vice
Chancellor Mehran University of Engineering Technology, Dr.Noushad Ahmed Shaikh Vice Chancellor Liaquat University of Medical and Health Sciences, Dr.A.B.Soomro Vice Chancellor Quaid Awam University of  engineering Science and Technology Nawabshah, Mr.Muhammad Saleh Rajar Registrar  of LUMHS and others. The meeting expressed its great concern on non payment of 50% adhoc salaries to the employees and faculty members which resulted unrest among them in the  Universities. The meeting unanimously decided to hold a meeting with Governor Sindh/
Chancellor of the Universities in Province and formed two members committee to meet Chancellor Secretariat for fixing of date for the meeting on one agenda. The meeting while expressing great concerned on financial constraints in the Universities, unanimously  decided to increase seats for admissions under self finance scheme, to launch more evening degree programs to generate funds. The meeting while considering financial crisis in the Universities decided that during next six months Universities will freeze the fresh appointments and will also cut in its expenditure which includes purchase of computers, Air conditioners, repair of the buildings  and review in its overtime and allowances.
The meeting also expressed sorrow on recent flood crisis and expressed
satisfaction on role played by the Universities in support of the flood affectees in the Province on self help basis. The meeting unanimously
decided that Universities will deduct on voluntarily basis two day salary
of employees of Grade 17 and above for the support of the flood affectees.
The meeting also discussed the hardship cases of the Faculty members. It
was decided that Universities of three provinces of Pakistan have different criteria than the present recommendation by the Chancellors Secretariat. After detailed discussion, the Vice Chancellors Committee agreed to follow the decision taken by the Chancellor and recommended that the matter be placed before the Syndicate for relaxation in some cases and syndicate has the legal authority to decide any case on humanitarian grounds.
The Vice Chancellors on this occasion visited the flood relief camps established in surroundings of the Universities.

The Registrar, University of Sindh have expressing its concern on disturbances created by employees by holding sit in protest.

The authorities of the University of Sindh have expressing its concern on
disturbances created by employees by holding sit in protest , said that it
is observed that since many days some employees deliberately create
disturbances in peaceful educational environment on the basis of their
unjustified and unrealistic demands.
The Registrar of the University who has also issued a circular for
information to all employees of the University on Monday has said that
University authorities constituted a high level committee to look in to
demands of the employees. The University has resolved 34 demands out of 35 on the recommendations of the said Committee the registrar added.
He said that University has resolved all legal demands of the University
employees but they again went to protest and also locked some departments and offices which is unethical and illegal being a welfare association. He said that demand for payment in raised of 50% salaries, enhanced medical allowances   and pension as already notified by the Government and they are also aware that the issue of payment of enhanced salaries, medical allowances and pension is delayed on shortage of funds and cut in budget of the University which is issue of all Universities of the
province of Sindh. He said that a meeting of Vice Chancellors of the universities of Sindh was convened by the Honourable Chancellor on July, 29 to discuss the financial problems of the Universities and added that after detailed discussion it was resolved that Government of Sindh will be aproached for funding of Rs.1.8 Billion to the Universities of Sindh to meet the expenses for adhoc 50% raised in salaries, medical allowance and pension to the Employees. This is not the problem of the only lower employees but the teaching community is also awaiting for this enhancement the Registrar added. The Registrar further said that in this connection the Vice Chancellor University of Sindh has requested for a meeting of the Vice Chancellors of the Universities of Sindh which is scheduled to be held on August, 18, 2010 at LUMHS to discuss this issue.
Meanwhile it is very pertinent to mentioned here that the protest, lock
the offices of administration and teaching departments, create disturbances is an unhealthy and illegal by the some employees and added
that they must honour a system , and be discipline and avoid unjustified
protests.

16th Vice Chancellor Executive Council Meeting

Sindh University Flood Relief Committee (SUFRC) has been set up for help
of flood affectees of the Country specially Province of Sindh with joint efforts of teachers, students and employees. This was decided by meeting of 16th Vice Chancellor Executive Council which held under Chairmanship of Vice Chancellor Professor Dr.Nazir A.Mughal here on Tuesday.
The meeting was attended by Pro Vice Chancellor Sindh University Campus
Mirpurkhas Dr.Iqbal Ahmed Panhwar, Deans of the Faculties,    Senior Professor, Heads of the various teaching institutes, Registrar, Controller of Examination and Director Finance and Admissions. The meeting expressed a great sorrow on loss of human lives and their valuable property in a recent flood in the Country specially in the Province of Sindh. The meeting offered Fateha for those who lost their lives and expressed deep sympathy with their families. The Vice Chancellor of the University on this occasion sharing his views said that idea for set up of SUFRC is to provide help to flood affectees with collective efforts and welfare of flood affectees. He said that every teacher, every employee and every student of the University should realize its responsibility and help to the affectees. A Sindh University Flood Relief Committee headed by Prof.Dr.Qamar Jahan was constituted and authorizes it to start relief activities in different parts of the Country. The representatives from the faculty, employees and students have been included on the committee. The committee will provide sheds to affectees which reached in surroundings of the University from different parts of Sindh and would provide them clean drinking water, food and medicines.
The committee would also suggest measures to be taken by the University
which included relief camps in different parts of the Province with help
of employees and students.
The meeting also discussed issue of lower  employees who have created disturbance at the campus for their demands. The Vice Chancellor informed the meeting that he had constituted a five member committee and resolved 34 demands out of 35 on recommendation of the committee. He said that illegal sit in protest and lock of offices and classes is totally illegal and unethical which affected the peaceful environment at the campus. He further informed that the University due to shortage of funds and cut in budget is unable to pay enhanced salaries and medical allowance to employees however he has assurance them for payment as soon as funds would be received from the HEC.
The meeting also accorded approval of the catalogue for admissions to
session 2011 after viewing of its design. The meeting also discussed matter for generating of resources to meet its needs due to cut in funds. The University of Sindh has been reviewing various fees to increase registration fee for MS/M.Phil degree programs while the Controller of Examinations of the University would be preparing proposal to enhance fees of Pass, Marks and Degree Certificates fees. The proposal would be discussed in special meeting to be held on next Thursday.

The Controller of Examinations University of Sindh has notified the postponement of on going examination papers of B.Ed and M.Ed off Campus.

The Controller of Examinations University of Sindh has notified the postponement of on going examination papers of B.Ed and M.Ed off Campus scheduled on August 4, and 5, 2010. The University of Sindh has already postponed the papers of B.Ed and M.Ed off Campus which were scheduled on August, 03, 2010.
The Controller of Examination while rescheduling the same notified that
postponed papers of August,3,4,5 will now be conducted on August,7,8,and 9 respectively.

The Vice Chancellor University of Sindh Prof.Dr.Nazir A.Mughal has urged upon the scholars to work hard for strengthening of economic conditions of the Country and for betterment of its image in the world.
He was presiding over final Ph.D seminar of research scholar Khalil Rehman Shaikh on the topic of Pakistan-Japan Political and Economic Relations in Post-Cold War Era: Challenges and Responses, under supervision of Dr.Lutfullah Mangi at Area Study Center Far East and South East Asia University of Sindh. The final Ph.D seminar was arranged at the Multimedia Center of the Institute of Information and Communication Technology (IICT) which was attended by a large number scholars, Deans of the Faculties, senior Professors, Faculty members and students. The Vice Chancellor congratulated to scholar and his supervisor for excellent research work and made some suggestions for reorganization of research thesis.
The Vice Chancellor also emphasized upon the research scholars to follow the research criteria as set by the Higher Education Commission and provided by the University for guidance of researchers for their M.Phil and Ph.D research. He suggested that the scholar should compile the thesis in a manner that a lay man can understand and also get benefit from the research. The Vice Chancellor while expressing his views on point of Political power and referring a book of Professor Margantha said that each century has produced different political powers in the world. He said that 18th century produced France as major power in world and 19th century Austria and others.
The Vice Chancellor defining political power said that there are two ways to evaluate any country for analyzing it as major power on its natural resources and another is strength of  scholars, scientists, percentage of literacy and added that population is also a factor for analyzing as major power. The Vice Chancellor said that looking to economic conditions of our own it is dire need that we should work hard for economic development and development of the Country.
The research scholar while presenting his research work said that study on the topic covers the various aspects of relations between Pakistan and Japan such as political, economic, nuclear and terrorism. It, on one side, accumulates relevant material at one place and on the other side, creates platform for future researchers to conduct more research on the subject. He said that policies adopted by Japan in the post-Cold War period did not much influence its relations with Pakistan. However, nuclear explosions
undertaken by two major countries of South Asia in May 1998 strained relations between Japan and Pakistan. The former imposed economic sanctions against Pakistan and India and severely condemned nuclear proliferation in the region. Japan held the problem of Kashmir as the main cause of tension between the two rival countries the scholar said.
The scholar said that Pakistan has been receiving bilateral and trilateral aid from Japan. Latter has been extending Official Development Assistance to Pakistan since 1960 and added that this kind of aid was extended due to Pakistan’s political role in South West Asia, Islamic countries and maintenance of its traditional relations with Japan, its geo-strategic position, Pakistan’s pursuance of domestic development and policies of deregulation, economic liberalization and privatization of state owned enterprises. Japan joined the Consortium to Aid to Pakistan in 1961. Since then, it has been extending substantial amount of aid to Pakistan he added.
He said that Pakistan has also been receiving aid from Japan in social, health, agriculture, power, technology and infrastructure sectors. The scholar further said that  both the countries have established various Business Missions and Offices to further promote trade and extend facilities to each other in this regard. Pakistan is the beneficiary of General System Preferences (GSP) introduced by Japan and added that that although GSP is meant to encourage the imports but its conditions are strict on the commodities in which developing countries have competitive edge for example, textile and footwear.
In contrast, the scholar said that conditions are most lenient for the products in which developing countries are less competitive, such as machinery which limits the significance of the GSP scheme. Thus, Pakistan could not take much benefit from the scheme as it ultimately contributed to Japan the scholar added.
The cordial and warm relationship between Pakistan and Japan got new impetus when both joined U.S-led coalition on war on terror the scholar said adding that there were exclusive reasons which motivated both the countries to join the coalition but common factors also contributed in this regard. The scholar said that Pakistan and Japan are followers of U.S camp since their independence and added that both the countries have long history of terror victim.
The scholar further stated that present world has been reduced to global village and added that any international event, either positive or negative, will certainly affect each country of the world. In the wake of terrorist attacks in the United States, Pakistan and Japan decided to cooperate with each other to fight against the growing menace of terrorism the scholar added. The supervisor of the scholar Prof.Dr.Lutfullah Mangi on this occasion introduced the scholar and said that scholar has also visited Japan on scholarship of Japan Foundation. He said that researcher is only scholar who is engaged for Ph.D research on the subject.

A meeting of committee constituted by the Vice Chancellor University of Sindh to look in to demands of the employees.

A meeting of committee constituted by the Vice Chancellor University of Sindh to look in to demands of the employees which has not been met last ten years was held here on Wednesday evening.
The meeting decided the enhancement of security allowance of Security Guards from Rs.300/- to Rs.500/- and decided to change of  cadre of  55 year or above aged security Guards. The meeting was presided over by Vice Chancellor of the University Professor Dr.Nazir A.Mughal which was attended by Convenor of the Committee Dr.Parveen Munshi, Dr.Muhammad Siddique Kalhoro, Prof.Muhammad Yousif Pardesi, Syndicate member Syed Abdul Ghaffar Shah Rashidi, Registrar Mr.  Muhammad Hussain Shaikh and Mr.Bashir Ahmed Shaikh. The meeting approved the extension in service of 167 contractual employees and to issue orders of 35 employees who promoted as Laboratory Assistants. The meeting also decided to convene Departmental Promotion Committee
meeting on August, 20 to consider the promotions of employees of lower grade in next higher grades.
The meeting has further decided to follow formulated policy strictly in connection with employment of real sons and daughters of diseased employees and also in allotment of residential quarters to employees on seniority basis. The meeting has discussed the matter of enhancement of medical allowance to employees and decided to obtained information also from other Universities in this regard. The meeting also decided to convene quarterly meetings for medical reimbursement. The meeting on issue of allotment of residential plots to employees, decided to purchase land from the Government for allotment of residential plots to its employees in 3rd phase in light of instructions of the Governor Sindh. The meeting has also formed a committee to look in to matter of promotions
of employees under the technical scheme and prepare report for approval of the syndicate meeting.
The meeting was informed by the Registrar that the University has already issued the promotion orders to 35 Laboratory Assistants on Wednesday.

The Registrar University of Sindh has notified the new timings of the teaching and administrative departments.

The Registrar University of Sindh has notified the new timings of the teaching and administrative departments here on Thursday which will be observed from Friday, August,06. According the notification timings of the administration during all working day ( excluding Friday) will be from 8.30 am to 5.00 pm and timings of the teaching departments during all working days ( excluding Friday) will be from 9.00 am to 5.00 pm. On Friday lunch and prayer break for administration and teaching departments would be one and half hour from 1.00 pm to 2.30 pm. While on usual office working days lunch break would be for half an hour from 1.00 pm to 1.30 pm.
